(3) A financial kick start for the pilot stage:
A profile of the project funders: Lloyds TSB Foundation for England and
Wales.
In May 1997, the Lloyds TSB Foundation for England and Wales donated an extremely generous £8,000 towards the start-up costs of the pilot stage of the Project. This was used to contribute towards the purchase of PC hardware and software, I.T. training costs and participant travel expenses throughout the duration of the pilot stage.

The Lloyds TSB Foundations are a result of the merger of Lloyds Bank and TSB Group. Both
companies are long standing funders of the voluntary sector, through Lloyds Bank
Charitable Trust and the TSB Foundations. Following the merger the enlarged Groups
commitment continues through the Lloyds TSB Foundations. The Foundations are legally
independent of the Group and their policies determined by independent Boards of Trustees.
All requests for charitable donations made to companies within the Group are handled by
the appropriate foundation. The Foundation for England and Wales is the largest of the
four Foundations, receiving 72.12% of the income. The majority of its annual income
is allocated to regional budgets.

What the foundation does:
The overall policy of the Trustees is to support under funded charities which help disadvantaged or disabled people of all ages to play a fuller role in the community. The Foundation primarily supports local communities with almost two thirds of its funds allocated to regionally based charitable organisations. However, funds are set aside for projects with a benefit across England and Wales or across more than one region. There is also a New Initiatives budget for pilot programmes where it is intended that the results will be disseminated nationally. The Foundation has three main objectives to which it allocates funds:
Application guidelines
The Foundation primarily allocates its funds to support local communities helping people improve their quality of life (appeals from charities operating nationally should therefore be broken down into specific local or regional projects whenever possible.) The majority of donations are made on a one-off basis although commitments over two or more years are also entered into. The Trustees prefer to make donations towards specific items and not to make contributions to large appeals for, e.g. building costs. It is, however, recognised that core funding is often the priority requirement for small local charities and the Trustees will consider contributing to these costs. Applications are welcomed for projects, which demonstrate collaboration between groups, for projects disseminating good practice, and for projects which support the activities of umbrella organisations. The Trustees also wish to support the infrastructure of the voluntary sector. Applications for initiatives, which enable organisations to work more efficiently, including staff training, are encouraged. The majority of the Foundation's donations for one-off local projects fall within the range of £300 to £10,000. Applicants are advised to seek advice from the Foundation before applying for larger sums.
All applications are reviewed on a continual basis and the Board of Trustees meets quarterly to approve donations. Decision making processes can therefore take up to three months but all applicants are informed of the outcome of their applications. The Lloyds TSB Foundation encourages and welcomes applications from all sections of the community. All applications that fall within the Foundation's guidelines and objectives will be given equal consideration on grounds of merit.
